Delong Nickel Phase III power station is an operating power station of at least 945-megawatts (MW) in Bungintimbe, Petasia, Morowali Regency, Central Sulawesi, Indonesia with multiple units, some of which are not currently operating. It is also known as 德龙镍业印尼自备电厂三期.

As of December 2021, the following construction companies were involved:[1]

  • Design: China Power Construction Group Jiangxi Electric Power Design Institute (中国电建集团江西省电力设计院)
  • Installation: Jiangsu Tangdian Electric Power Installation Co., Ltd. (江苏唐电电力安装有限公司)
  • Public and auxiliary installation: Jiangsu Tianmu Installation, Jiangsu Ningyang (江苏天目安装、江苏宁扬)
  • Civil engineering: Chuzhou Pengde, Henan Second Construction, Nantong Construction Engineering (滁州鹏德、河南二建、南通建工)


As of January 2023, construction appeared to be ongoing.

In March 2023, the 7 x 135 MW units at the power station were described as connected to the grid and operational. Units 8-12 remained under construction.[2]

As of March 2024, further construction progress at the site was evident based on Planet imagery.

Worker conflict

In January 2023, a violent clash occurred between Indonesian and Chinese workers at the power station, resulting in two deaths. The National Workers’ Union held a meeting to make a series of demands to PT Gunbuster Nickel Industry, but the company denied all of the demands. The union initiated a strike action, and the physical conflict reportedly began when the Chinese workers refused to join the Indonesian workers in the strike. 70 people were arrested in association with the incident.[3]

In May 2024, an article described ongoing tension between Delong Nickel and Chinese workers. Workers reportedly had wages withheld for up to five months.[4]

Financing

In January 2022, a ceremony was held among the Jiangsu Branch of China Export Credit Insurance Company, Jiangsu Bank Co., Ltd., Jiangsu Huihong International Group Zhongding holding Co., Ltd., and Jiangsu Delong Nickel Industry Co., Ltd. for the export project of "Belt and Road Initiative" between the latter and bank enterprises to gather high-quality resources from all sides to jointly support the construction of the third phase of the Delong Industrial Park in Indonesia, including the power plant.[5] It is not known if the financing went ahead.
