Background
The project to build a 1,300 MW coal-fired power plant in Sverdlovsk region was proposed around 2011. The project was being developed jointly by Ural Mining and Metallurgical Company (UMMC) and Inter RAO, with a planned commissioning date of 2017-2018. It was envisaged that coal from the Taldinsky coal mine would be used, the mine also belonged to UMMC through Kuzbassrazrezugol. Half of the produced electricity would be supplied to UMMC companies. In 2011, an agreement was signed about project implementation among UMMC, Inter RAO, and the regional government of Sverdlovsk region.[2][3]
In 2014, it was announced that the project was not economically justifiable due to its high cost.[2]
However, later in 2017, the project was still mentioned in the Government decree 'General Scheme for Allocation of Power Assets until 2035' , with a planned capacity of 660 MW to be commissioned in 2031-2035.[4]
In 2021, the revisions to the decree from November 2021 confirmed the expected commissioning of the plant in 2031-2035.[5] An updated decree from December 2022 stated the same.[6]
As of April 2023 and September 2024, there were no other known updates on the project. Given the long-term timeframe of the project and the absence of other news, it was difficult to judge its exact status.
