Background on Mine
The Dinesh (Makardokhra-III) opencast mine began operating with a capacity of 3 MTPA on a mining area of 1636.97 ha located in Village Hevti, Tehsil Umrer, District Nagpur, State Maharashtra, India. The mine's main consumers include thermal plants of the Maharashtra State Power Generation Company Limited (MAHAGENCO) as well as miscellaneous consumers.
The public hearing for the initial project was held in October 2010, and further Environmental Clearance was granted by India's Ministry Of Coal requested the Ministry of Environment, Forest and Climate Change (MoEF&CC) in June 2011. Subsequently, an application for expansion was made to the MoEF&CC, which granted further clearance in November 2018 for the capacity of 4.2 MTPA over a mining area of 919.63 ha.[6] The project requires resettlement and rehabilitation of Hevti village, which is in progress, and as of May 2018, 912 jobs were given to the project-affected people.
In May 2022, a proposal to increase the mine's production capacity from 4.2 to 4.52 MTPA over the existing mining lease area was granted environmental clearance (EC). The approval was a part of a special dispensation in which MoEF&CC was asked to consider skipping the public consultation stage of the approval process and granting immediate ECs to coal mining projects requesting expansions up to 50% of their operating capacity within their existing mine lease area. The move is a part of India's push to enhance coal production in order to meet the country’s energy requirement.[7]
