Background
The Dipka coal mine is an open cast mine complex with a capacity of 35 million tonnes-per-annum (MTPA) in Korba, Chhattisgarh, India.[8] South Eastern Coalfields Limited (SECL), a subsidiary of Coal India operates the Dipka coal mine.
Several expansion projects have been proposed and approved for the mine throughout its operation. In February 2018, SECL was granted clearance to expand production from 31 to 35 million tonnes, however, due to concerns that the mine has caused air and water pollution in violation of the conditions of the environmental clearance, the expansion was reviewed after one year. In March 2019, the expansion was allowed to continue for another year, subject to compliance of various provisions of the environmental clearance. Then in February 2020, the Environment Ministry’s Expert Appraisal Committee recommended continuance of the clearance for 30 years, or the life of the mine — whichever is earlier.[8]
As of 2022, a proposal for a planned expansion of 5 million tonnes is currently under consideration for the Dipka OC mine.[9]

Temporary Closure
In September 2018, the Dipka mine closed for one month after the Lilagar River flooded the pit.[12] After it resumed operation, in February 2020, SECL received permission to expand the life of the mine an additional thirty years.[10]
