Background

An LNG terminal in Dongying has been proposed and included in Shandong Province Gas Storage Facilities Development Plan (2018-2020).

In 2014, China Huadin signed an agreement with the city government to develop the LNG terminal in Dongying Economic Development Zone. The proposal has no further news.

In January 2018, an operating company was established by China Railway Gallon LNG Logistics Company and two other companies to jointly develop the Dongying LNG Terminal. It will reportedly cost an estimated 5 billion yuan. No further news since.

In February 2018, Shandong Hainuo Port Company, a local private company with more than 100 employees involved in the project. The proposal it laid out included 2 mtpa of capacity for the first phase and additional 3 mtpa for the second phase.

In April 2021, the company was seeking partners to jointly develop the LNG terminal project. The capacity increased to 3 mtpa for the first phase.

In November 2021, Shandong government approved the modification of Dongying Port Master Plan, assigning a proposed jetty spot to the LNG terminal in the new plan.

As of 2022, there had been no evidence for development in four years, and the project is presumed to be cancelled.
