Dornod power station (Дорнодын цахилгаан станцыг, Дорнод бүсийн эрчим хүчний систем) is an operating power station of at least 86-megawatts (MW) in Choibalsan, Dornod, Mongolia. It is also known as Чойбалсангийн дулааны станц, Choibalsan power station.

Background

The 36 MW Dornod plant was commissioned in 1982.[3] In 2015 the Ministry of Energy planned refurbishment for the 36-MW CHP plant to maintain output.[4]

Description of Expansion

The Ministry of Energy initially announced plans to expand the plant by 100 MW.[5]

In 2013, the government of Mongolia's Energy Ministry "received a financial contribution from the KfW development bank" towards what was described as the "Energy Efficiency Program II". As a part of the project, tenders called for the "preparation of a feasibility study for the rehabilitation" of the Choibalsan power station.[6]

A May 2014 brochure for the Energy Mongolia International Conference & Expo referred to a 100 MW expansion of the Dornod power plant as one project in which international investment was being sought.[7]

The Economic Recovery Program of Mongolia (2016-2020) included plans for the plant to be expanded by 50 MW.[8] It is planned for commissioning in 2021.[9]

A groundbreaking ceremony was held for the new unit on November 8, 2019.[10]

In September 2020, it was reported that work on the new unit was 36% complete.[11]

In April 2021, the expansion was reportedly only 37.5% complete. Approximately 700-800 Mongolian and 300-400 Chinese workers are expected to work at the unit.[12]

In November 2021, Mongolia's Minister of Energy stated in an interview that the project was still under construction.[13] In August 2022, this statement was reiterated.[14]

In October 2022, the proposed 2023 state budget of Mongolia included MNT 52 billion ($15.2 million USD) for the Dornod power station expansion project.[15]

In May 2023, it was reported that the 50 MW expansion was expected to be completed in 2023.[16]

As of August 2023, construction was reportedly 75% complete and the expansion was expected to be commissioned in late 2023 to 2024.[17][18]

In December 2023, the Energy Minister reportedly said that the expansion was expected to begin operation in January 2024.[19]

In April 2024, test commissioning of the expansion had started. Commercial operation was expected to begin in May 2024.[20][21]

In June 2024, the 50 MW expansion reportedly began operating.[22]

Financing

As per June 2024 reporting, the expansion project costing USD 81.9 million was financed by Development Bank of Mongolia in the amount of $60 million and $21.9 million from the state budget.[23][24] Other sources clarified that it is China Development Bank that on-lent the funds to the Development Bank of Mongolia to finance construction. [25][24] Within the framework cooperation signed between the Development Bank of Mongolia and the Development Bank of China in 2013, with the financing of the Development Bank of Mongolia, an agreement was signed to implement the project.[26] The date of financial close is not known.
