Background
The Petroleum and Natural Gas Regulatory Board authorized GTIL to build the pipeline in December 2014.[1] The pipeline was listed as "Under Construction" in a January 2018 report by the Petroleum Planning & Analysis Cell of the Ministry of Petroleum & Natural Gas.[5] In March 2019 the Petroleum and Natural Gas Regulatory Board listed the pipeline's target completion date as April 2020.[3] On October 30th, 2019, PNGRB Board cancelled the authorization issued to GTIL for laying, building, operating or expanding this pipeline citing that GTIL had failed to make progress in execution of project and achieving FC and Capacity booking/ Natural Gas Tie-up.[2] Therefore the project is now considered shelved.
GTIL has challenged the cancellation of authorization in APTEL.[2]
