FGEN Batangas FSRU is a floating regasification storage unit (FSRU) import terminal operating in the Philippines.[1][2] It is intended to be an interim solution until the launch of the onshore FGEN Batangas LNG Terminal project.

Background
This terminal is described as an "interim" import unit that appears to be in addition to the proposed FGEN Batangas LNG Terminal.[7] As of July 2023, the FGEN Batangas LNG Terminal appears to be a jetty aimed at servicing the FSRUs and LNG carriers without its own regasification facilities.[9]
In March 2020, FGEN submitted an application to build the interim FSRU terminal to the Department of Energy (DOE), with an expected commissioning date of 2022.[10]
In early 2021, an executive at First Gen noted they would implement the construction by modifying the existing liquid fuel facilities built several years ago at the site.[1] As of January 2021, engineering work for the terminal was under way and construction work was expected to begin in March 2021.[11]
Construction ultimately began in June 2021.[12] It was on track to be finished by the end of September 2022.[1] In May 2022, this timeline was updated to see construction completed by the end of October or beginning of November, 2022.[13]
In June 2022, First Gen and BW agreed to a new delivery date for the FSRU BW Paris due to the delayed completion of the import terminal. The FSRU will be delivered in March 2023 instead of September 2022.[14]
FSRU BW Paris was renamed BW Batangas FSRU in 2022.
In June 2023, the BW Batangas FSRU arrived at the site.[15]
In September 2023, the facility began commissioning. In October, the terminal received its first cargo and was connected to onshore facilities to regasify LNG. This terminal is the first phase of the First Gen Clean Energy Complex City, and imported LNG will fuel four gas-fired power plants at the complex.[2]
Environmental and social impacts
Environmental groups are opposed to the project, given its likely impacts on ecosystems and biodiversity in the Verde Islands Passage.[16]
