The original owner of this project was Chongqing Fuling Julong Power Co., Ltd.（重庆涪陵聚龙电力有限公司）， which was later changed to Chongqing Baitao Gas Turbine Thermal Power Co., Ltd. （重庆白涛燃机热电有限公司）[5][6]
