Background

Glushinsky coal mine (участки Глушинского месторождения) is a proposed surface mine in the Kemerovo Oblast, Russia. The proposed project is developed by SDS Ugol, owned by a holding company SDS (Siberian Business Union).

The area is heavily mined. South of the area is the surface Chernigovets coal mine (3km). West of the area is the Rover Glushinsky-Shcheglovsky-Latyshevsky coal mine. 5-10km east are the underground mines Pervomaisky coal mine and Berezovsky coal mine.

The project was included in the Government's Programme for 'Coal Industry Development up to 2035' from June 2020, mentioned as 'the development of Glushinsky coalfield', with a target capacity of 2 mtpa. A full range of exploration work was under way at the proposed site in 2020, according to the Programme.

The Russian Environmental Impact Assessment was prepared in 2016 and a public consultation started in 2019/2020, according one media source. According to the assessment, Phase 1 of the project entailed 1 mtpa of capacity.

Local opposition rose against the project due to environmental concerns in the already heavily mined area.

In August 2022, the Federal Service for Environmental supervision issued a positive opinion on the project.

In September 2022, the governor of Kuzbass said that new mine projects are on hold due to infrastructure restrictions of coal exports through the Eastern route of Russian Railways, only the projects that are nearing completion are being finished. However this project was not considered Shelved given its construction status and the approval in 2022.

As of July 2023 and October 2024, there was no news on the project.
