From Global Energy Monitor
Grassroots, as defined by the Cambridge dictionary, is "the ordinary people in a society or an organization, especially a political party".
For example, "The feeling among the grassroots of the Party is that the leaders are not radical enough." [1]
A loose network of US grassroots activists are seen as a key factor in helping halt plans by the George W. Bush Administration for 151 new coal plants.[2]
