Guazhou Changle power station (甘肃电投常乐发电厂) is an operating power station of at least 4000-megawatts (MW) in Liugou, Guazhou, Jiuquan, Gansu, China with multiple units, some of which are not currently operating. It is also known as 常乐电厂火电调峰二期项目 (Phase II Unit 3, Phase II Unit 4, Phase III Unit 5, Phase III Unit 6).

Background on Project
Gansu Electric Power Investment is planning to build a coal-fired power plant with a total capacity of 4,000 MW in Gansu Province.[3][4][5][6][7]
The 4 x 1,000 MW project was permitted for construction in August 2017. It will be the peaking power source for the Jiuquan Wind-Solar power base. It is also the supporting power plant for the Jiuquan to Hunan UHV Transmission Line.[8]
Construction started on units 1-2 in September 2017.[9] Planet satellite photos from June 2017 to April 2018 show construction progress on units 1-2.
Unit 1 was commissioned in September 2020.[10] Unit 2 was commissioned in November 2020.[11]
Unit 3 & 4 are listed into 2021 Gansu Provincial Major Project Investment Plan, in catalog of "Planned new construction projects计划新开工项目". [12]
2017: Units 3-4 postponed by central government
In January 2017 China's National Energy Administration suspended over 100 planned and under-construction coal power projects, including the second phase of Guazhou Changle, totaling 2000MW. The second phase of the Guazhou Changle power station (Units 3-4) is proposed to postpone further development to after 2020.[13]

2021: Units 3-4 begin construction
On March 24, 2021, a ground breaking ceremony for Units 3 & 4 were held, with construction to begin soon.[14] The operation date is set for 2023.[15]
2022-23: Units 5-6 begin construction
According to a January 2023 posting, another 2 x 1,000 expansion project may have been approved by the Provincial Development and Reform Commission in November 2022.[16]
According to an interview with Mr Jun Ma, CEO of Gansu Power Investment Changle Power Generation Co., Ltd., construction for units 5 and 6 began in April 2023.[17] On 28 May 2023, digging the foundation of the cooling tower began.[18] As of July 2023, the concrete foundation work for unit 5, such as the boiler house and the main building, had been completed. The steel frames for the turbine base, chimney, and coal mill were being installed. For unit 6, concrete was in the process of being poured into the foundation for the boiler and cooling tower.[19]
On July 5, 2023, Gansu Power Investment Group and China Resources Power held a symposium and signed a cooperation agreement. The two parties were planning to further deepen the cooperative relationship around the Unit 5 and 6 expansion.[20]
