Gulf LNG Terminal is a mothballed LNG unloading, storage and regasification facility located near the City of Pascagoula in Jackson County, Mississippi. An export terminal has been proposed at the facility.[1]

Background

Gulf LNG is owned by Gulf LNG Energy, LLC (GLE). The terminal includes a 5-mile sendout pipeline.[9] The import terminal become operable in 2011.[10] In 2015 Gulf LNG applied to Federal Energy Regulatory Commission (FERC) to become an export facility. The estimated cost for this project is $8 billion.[11]

Gulf LNG currently consists of a single dock facility that is permitted to "receive up to 170,000 cubic meter LNG vessels and designed to handle vessels with capacities of up to 250,000 cubic meters. As part of the proposed liquefaction and export project, the permitted limit would be increased to 208,000 cubic meters."[9]

The Jackson County Port Authority commissioners' 2015 budget includes $2.5 million for maintenance dredging at the Gulf LNG site.[12]

If the liquefaction and export project proceeds, the terminal would retain its current capacity to import, store, and deliver natural gas, therefore the Gulf LNG Terminal would be bi-directional.

In July of 2019, the Federal Energy Regulatory Commission (FERC) approved the Gulf LNG export terminal in a 3-1 vote.[13]

In April 2022, Kinder Morgan acknowledged that the plans for the export facility were shelved, and could be resurrected given high LNG spot prices.[1]

A March 2023 progress report to the U.S. Department of Energy indicates that Gulf LNG continues to maintain the proposal, and that the company is still seeking contracts for LNG produced at the facility.[6]

In May 2024, Kinder Morgan and its partners secured a five-year extension from FERC to complete the project by July 16, 2029.[14]
