Background
The province issued a "Plan" in 2021 (《江苏省发展改革委关于下发大型清洁高效煤电项目规划建设方案的通知》(苏发改能源发〔2021〕396号)), specifically for this project, and an operating company was established. The investment was estimated at 3 billion RMB.[1][2]
The power station was reportedly permitted in June 2022.[3]
The power station has been described as a strategic cooperation project between Yancheng and the Provincial Guoxin Group, and is also a key energy project planned and constructed in Jiangsu's 14th Five-Year Plan. It is jointly invested and constructed by Jiangsu Guoxin Co., Ltd., State Power Investment GCL Binhai Power Generation Co., Ltd., and Yancheng Guoneng Investment Co., Ltd.[4]
In September 2022, a ceremony was held to mark the project's construction start.[5][6]
