Background

In October 2019, Philippines’ largest steelmaker, SteelAsia Manufacturing Corp., signed a memorandum of understanding (MOU) with China’s HBIS Group Limited for their first integrated iron and steel facility in Lemery, Batangas. The companies will invest around USD 1 billion for phase one of the Lemery plant.[1] The project will be developed in two phases: Phase-I targets an capacity of 4.5 mtpa and will start in 2023, while Phase-II add the remaining capacity of 3.5 mtpa and will start in 2026.[2]

As of January 2023, the project seems to have been suspended temporarily and could be canceled in the future owing to overcapacity issues leading to slowdown in demand.[3]
