Background
An investment decision from the Quang Tri Provincial People’s Committee for the US$2.3 billion project was taken in October 2021. [13]
In January 2024, The Investor reported that the joint South Korean and Vietnamese sponsors of the project were targeting 2029 for operation of an entire LNG-to-power complex, including the Hai Lang LNG Terminal. Despite construction on the power plant beginning in 2022, little progress had been made.[14]
In May 2024, Gas Outlook said that "the project has been mired in controversy amid concerns over its economic feasibility." An analysis by the South Korean group Solutions for our Climate (SFOC) found that, based on an internal economic feasibility study, Vietnam's state utility EVN could end up spending up to US$1 billion per year buying electricity generated from the Hai Lang gas plant. In addition, the SFOC report found that the South Korean project developers plan to set electricity prices from the plant at 2,596.5 VND/kWh (US$108.8/MWh), which is 70% higher than the average price of electricity generated at major coal plants in Vietnam.[15]
In November 2024, it was reported that the target construction restart date for the plant was January 2026 by which time a range of challenges were expected to be solved. On this timeline, construction is hoped to be completed by April 2029.[16]
