Background
Units 1 and 2 of the Hamaoka nuclear power plant were shut down in 2001 and 2004 respectively for safety-related upgrades and remained shut down following the 2007 Chūetsu offshore earthquake. In 2008, Chubu Electric decided to build a new reactor (Unit 6) instead of repairing units 1 and 2 because repairing the first two units to the current seismic standards would be more expensive than replacing them with a new reactor. Unit 6 was planned to start operating in 2020, but after the Fukushima disaster in 2011, construction was deferred until 2016. As of April 2024, no further developments have been made. Units 3-5 suspended operation in 2011 as part of the nationwide reactor shutdown in response to the Fukushima nuclear accident.[6]
