Handan Cogen power station (国电电力邯郸热电厂) is an operating power station of at least 504-megawatts (MW) in Beicang Road, Congtai, Handan, Hebei, China with multiple units, some of which are not currently operating. It is also known as 邯郸热电退城进园工程 (Unit 3 & 4).

Background

Handan Cogen power station was founded in 1958. The first three phases with 10 units, totaling 146 MW, were retired in 2000 and 2009. The plant then operated three units with a total capacity of 660 MW, which were completed between 1997 and 2006. It was supplying steam to the industrial companies and heat to the residential households in winter, in addition to electricity generation. It was originally owned by China Guodian.[2][3]

Replacement

As of October 2020, two supercritical units totaling 504 MW had been permitted to replace the older existing units at the power station.[4] Construction on the new units began in November 2021.[5]

The 3 x 220 MW units were expected to shut down once the new 350 MW + 154 MW units were completed. In 2022, only the newest unit appeared retired.[6] It was unclear whether or not the older units had retired, and if not, why not.

In January 2023, the replacement units were included on a Hebei key projects list.[7]

In March 2023, Unit 15 (also referred to as Unit 4) began operating.[8]

In June 2023, Unit 14 (also referred to as Unit 3) was connected to the grid.[9] In July 2023, Unit 14 officially began operating.[10]

Ownership

On August 28, 2017, China's State-owned Assets Supervision and Administration Commission of the State Council (SASAC) announced that China Guodian Corporation and Shenhua Group will be jointly restructured. Shenhua Group will become China National Energy Investment Group and will absorb China Guodian Corporation. It will be the largest power company in the world by installed capacity, as well as the world's largest coal producer.[11][12] The merger was completed on November 28, 2017.[13]
