Background

Reliance Power was sponsoring a 4 x 90 MW coal plant in Hazira, Gujarat. The contractor was BHEL. The coal plant – along with the Dahej Cogen power station (Reliance) – was proposed to meet the power requirements of Reliance's refinery projects at Hazira and Dahej. Units 1 and 2 were commissioned by November 2016, with Units 3 and 4 commissioned shortly after.[4][5]

The complex also houses a gas-fired power station which was established in 1992. Originally, the installed capacity was 350 MW, however, after the commissioning of coal power plant in 2016, only 139 MW was required from the gas plant and the installed capacity was reduced to 320 MW.[6]

The power station is related to Reliance Industries' Hazira Manufacturing Division.

Permitting history

In November 2021 (17th Meeting), Reliance provided the following "Chronology of Environmental Clearances issued to HMD for Captive Power Generation" to the Re-Constituted Expert Appraisal Committee (EAC) for Thermal Power:[6]

  • January 31, 1992: "Setting up of Petrochemical Complex" – Captive power plant set up
  • June 30, 2005: "Expansion of Petrochemical Complex and CPP; Increase of captive power generation from 290 MW to 380MW" – Capacity increased as approved
  • January 28, 2015: "Coal based CCPP and Coal Jetty (3.5 MMTPA); Coal based CCPP - 360 MW" – commissioned in Dec 2016
  • September 28, 2016: "Amendment in EC dated 28 Jan ’15 to restrict operating power generation from 360 MW to 470 MW" – Installed 499 MW (Operating 470 MW)
  • July 10, 2017: "Debottlenecking and Expansion of Petrochemical Complex; Gas based – 380 MW*" - Captive power generation restricted to below 470 MW at all times.

The coal power capacity was reported as 360 MW, and the station had additional gas capacity installed that it could not operate under its existing permit.

The EAC granted Terms of Reference to expand the plant's allowed capacity from 470 MW to 680 MW, with an additional 45 MW through "energy recovery" and "Debottlenecking." The Terms included consideration of biomass and net-zero plans.[6]

The project's Application for EC and Environmental Impact Assessment (2021) provided additional details.

In September 2022, the EAC granted an Environmental Clearance to increase capacity from 470 MW to 680 MW with an additional 45 MW of power recovery.[7]

The Environmental Clearance was dated October 31, 2022.[8]

JUPPL's potential role

Jamnagar Utilities & Power Private Limited (JUPPL) is a subsidiary of Reliance Industries Holding Private Limited (RIHPL) which belongs to the promoter group of Reliance Industries Limited (RIL). As of July 2021, JUPPL operated coal and gas-based captive power plants having combined capacity to generate 2,300 MW of electricity and over 10,000 tons per hour (tph) of steam. The power plants catered to RIL’s manufacturing facilities (refinery and petrochemical facilities) located at Dahej, Hazira, and Jamnagar. The company has entered into long term PGAs with RIL that ensure stable revenue and cash flows for JUPPL to meet its operating expenses and debt servicing obligations.[9]
