Background

In 2015, China-based steel producer Hebei Bishi Steel Group announced its plans to build a steel plant of capacity 3 mtpa and a power plant in Kendal, Indonesia with a total investment of US $4.5 billion.[1][2] The company also plans to expand the capacity by another 3 mtpa in the future.[3] The operation of Phase-I of the plant was expected to begin in 2019-20. However, the project was blocked in June 2019 since the land falls under protected land according to Indonesian law due to the presence of mangrove forest.[4]
