Background
HeidelbergCement, the owner of the plant, froze its investments and reduced operations in Russia.[1][2] In August 2023, the Russian government seized the company's assets with intent to take over ownership.[3] The prosecutor's office denied the seizure of the company's assets in September 2023, in line with Putin's promise of no deprivatization a day earlier.[4] The plant remains as asset of HeidelbergCement Rus LLC, a subsidiary of German HeidelbergCement.
