Heilongjiang Hegang Mining power station (龙煤鹤岗矿业热电厂) is an operating power station of at least 200-megawatts (MW) in 17 Changnan Road, Gongnong District, Hegang, Heilongjiang, China with multiple units, some of which are not currently operating. It is also known as 龙煤鹤岗矿业立达矸石电厂 (Unit 1, Unit 2), 龙煤鹤岗矿业热电厂 (Unit 3, Unit 4), 龙煤鹤岗矿业煤矸石热电厂 (Unit 5, Unit 6).

Background

The four existing coal-fired units of Heilongjiang Hegang Mining power station, totaling 200 MW, were brought online between 1992 and 2009. The plant is owned by Heilongjiang Hegang Mining.

Expansion

In 2011 the company said it planned to expand the plant by one 200 MW unit.[1][2][3]

However, that plan was later abandoned for a 2 x 350 MW residential CHP expansion, which was permitted in July 2016. The two new supercritical units will replace the older subcritical units when commissioned.[4] The expansion units will be fired by waste coal.[5]

2016-2017: Nationwide Restrictions Imposed on Development of Coal-Fired Power Capacity

Due to new restrictions announced during 2016-2017 by the National Energy Administration and the National Development and Reform Commission, further capacity expansions at this location may be on hold or cancelled.

Specifically, guidelines issued on October 10, 2016 (NEA Electricity [2016] 275) suspends construction that began in 2016 or later to all provinces that have been issued a "red light" under the country's traffic light system, which includes Heilongjiang.

According to the Heilongjiang government, the project is postponed.[6]
