Heilongjiang Natural Gas Pipeline Network is a gas pipeline network with multiple operating and proposed gas pipelines in Heilongjiang Province, China.

The network runs through Heilongjiang Province, China.
Background
The original source for the pipeline network is Daqing oil & gas field. Daqing–Harbin Gas Pipeline and Daqing-Qiqihar Gas Pipeline were built in 2007-2008 to transfer the gas to the major cities in the province.
In 2014, the China–Russia East Pipeline was proposed, adding a major gas source to the country,[1] and Heilongjiang is the first province on its route.
In 2018, based on the prospective new source of natural gas, the province made a plan consist of multiple gas pipelines to expand its gas pipeline network, and established a provincial pipeline network company to construct the projects. [2]However, the plan is contradicted with the interest of PetroChina, the major sponsor for the China-Russia East Pipeline. [3]The provincial plan has little chance to advance without the support from PetroChina. Eventually the Heilongjiang Natural Gas Pipeline Network Co., Ltd. was annulled at the end of 2021. Those proposed projects appeared being cancelled.[4]
After the establishment of PipeChina in 2019, the sponsor for the proposal and construction of the gas pipelines shifted to PipeChina. Its branch PipeChina North Pipeline Co. plans and constructs new pipelines to the provincial network.
On July 12, 2019, PetroChina and the Heilongjiang Provincial Government signed the "Gasification of Longjiang" Strategic framework Agreement. According to the agreement, 14 national level branches will be proposed and under PipeChina's management within the province besides the "two branches and four trunk lines". The framework agreement also planned 32 provincial branches. Except for 8 border cities such as Jiayin, which adopted the LNG point supply method, all other cities and counties will be connected to the pipeline network.[4]
In March 2021, Heilongjiang Provincial government issued the provincial development 14th Five-Year-Plan[5]. In terms of the gas pipeline development, it states:
Implement the "Gasification of Longjiang" project. Develop the provincial network which covers all cities and counties, and integrate it into the national network. Help to push forward the construction of the China-Russian East Pipeline, aiming to reach 12 prefecture-level cities and to supply LNG/CNG to the Greater Khingan Mountains area.[5]
