Background
Tepco's plans for Higashidori 1 and 2 had been delayed following the 2007 Chūetsu offshore earthquake. In December 2010, Japan's Ministry of Economy, Trade & Industry (METI) approved TEPCO's plans for Higashidori 1. The Nuclear & Industrial Safety Agency (NISA) also approved the plans in January 2011, allowing TEPCO to begin work on the site. Work stopped after the Fukushima nuclear accident. In 2012, TEPCO reported that they could not afford to proceed with the Higashidori project. In 2017, TEPCO made a call for a partner to build and operate the plant.[4] In 2019, a possible joint venture between TEPCO, Chubu Electric, Toshiba, and Hitachi to resume the project, but as of May 2024, no further developments have been published since.[5]
