Background

Unit 1 of Tohoku's Higashidori nuclear plant has not generated electricity since the nationwide reactor shutdown following the 2011 Fukushima earthquake and tsuinami. Application to restart has been under review since 2014.[6] Tohoku had aimed to complete reinforcement work in the April 2024-March 2025 fiscal year but as of April 2024, the company needs more time to assess earthquake and tsunami ground motion and prepare for plant inspection.[7] Construction on Unit 2 of Higashidori nuclear power plant was scheduled to start in 2016 but has not moved forward.[6]
