Background
Horizon Pipeline is a $79 million northern Illinois natural gas pipeline. It is a joint venture of Nicor-Horizon, a subsidiary of Nicor Inc., and Natural Gas Pipeline Co. of America (NGPL), a subsidiary of Kinder Morgan Inc. The project includes the construction of 27 miles of 36-in. pipe, the lease of capacity in 46 miles of existing pipeline from NGPL, and the installation of gas compression facilities. Horizon Pipeline will be able to transport 380 MMcfd from near Joliet into McHenry County, connecting the emerging supply hub at Joliet with the northern part of the Nicor Gas distribution system and the existing NGPL pipeline system. The request for authorization of the project was filed with the FERC on 16 May, 2001, the clearance based on the environmental assessment came out on May 11, 2001.[5]
