Background

The first two coal-fired units of Huadian Laizhou power station, totaling 2,100 MW, were brought online in 2012. The plant is majority-owned by China Huadian.[1]

Description of Expansion

Huadian is currently planning to build two additional coal-fired units at this plant, with a total planned capacity of 2,000 MW.[2] The company hopes to have the units approved and under construction by the end of 2014.[3] The two units were permitted in 2015.[4] Construction began in 2016.[5]

Nationwide Restrictions Imposed on Development of Coal-Fired Power Capacity

In January 2017 China's National Energy Administration proposed for suspension over 100 planned and under-construction coal power projects in 13 provinces, including Huadian Laizhou. The NEA proposed the projects included be postponed to the 14th Five Year period (2021-2025).[6]

Construction ongoing

Based on Planet satellite data from August 2017 to November 2018 construction has continued on the power station. A January 2018 news article confirmed construction was ongoing, with operation planned for 2019.[7] This appears to violate NEA Electricity [2016] 275, which suspended construction that began in 2016 or later in all provinces that have a red light under the traffic light system, which includes Shandong.

Unit 3 was commissioned in August 2019.[8]

Unit 4 was commissioned in November 2019.[9]
