Hungary-Slovenia-Italy Interconnector Gas Pipeline is a proposed pipeline in Hungary, Slovenia, and Italy.[1]
Location
The pipeline would run from Kozármisleny to Nagykanizsa to Tornyiszentmiklós, Hungary to Lendava to Kidričevo, Slovenia to Ajdovšina to Šempeter, Slovenia, to Gorizia, Italy.[2]
Project Details
- Operator: FGSZ Ltd. (HU), Plinovodi, d.o.o (SI)
- Owner: FGSZ Ltd. (HU), Plinovodi, d.o.o (SI)
- Parents: MOL Group; Plinovodi
- Capacity: 3.4 million cubic meters per day / 1.241 billion cubic meters per year
- Length: 191 km[3]
- Diameter: 1,200 mm / 47.24 inches[4]
- Cost: €519.9 million (US$592.7 million) for three sections of the pipeline; the cost of the Slovenia-Italy interconnection is not known[5]
- Status: Proposed[3]
- Start Year: 2026[6]
Background
The pipeline has been approved as project number 6.23 on the European Commission's Projects of Common Interest (PCI) list, meaning it will receive public funding from the EU.[7][8] It is also listed in 10-year natural gas development plans for Slovenia, Hungary and Italy.[4][9][10]
According to the European Commission, "The PCI will establish a bidirectional interconnection between SI and HU gas transmission systems and with that a connection of the national gas markets. It will improve possibilities for diversification of gas sources (LNG sources from the Adriatic region and any other sources), which are available in SI and enable access to gas storages in HU for SI users. The security of supply (N-1 criteria) will be improved for the existing SI gas system as well as for the HU gas market to a certain extent. The length of the gas pipeline between Nagykanizsa (HU) and Kidrievo (SI) will be approximately 114 km [about half of the total pipeline length] and the expected maximum transmission capacity will be up to 12.86 GWh/d by 2022 and 38.1 GWh/d (3.4 mcm/d) by 2023."[1]
According to the European Network of Transmission System Operators for Gas (ENTSOG) Project-Specific Cost-Benefit Analysis for TYNDP 2020, the project is a part of the "EAST 11b" group, which also includes the Pince-Lendava-Kidričevo Gas Pipeline and the Šempeter-Vodice Gas Pipeline. The Nagykanizsa-Kozármisleny and Nagykanizsa-Tornyiszentmiklós pipeline segments (TRA-N-325) are a part of the Slovenian-Hungarian interconnector which in turn is a part of the Hungary-Slovenia-Italy Interconnector Gas Pipeline.[11]
In Slovenia, according to Plinovodi's Ten-Year Gas Transmission Network Development Plan for the 2021 - 2030 Period, construction will take place in two stages. Stage one will consist of a 31 km pipeline from Pince to Ljutomer as well as a border metering and control station in Pince. Stage two includes a 43.5 km pipeline from Ljutomer to the compressor station (CS) Kidričevo, an upgrade of the cross-border metering and control station Pince, the expansion of CS Ajdovščina and a border metering and control station Vrtojba.[12]
FGSZ lists four proposals for the pipeline in its "projects subject to further investigation" in its July 2020 10-year network development plan: (1) a 41 km pipeline from SI/HU border to Tornyiszentmiklósto Nagykanizsa with a capacity of .4 bcm/y, and a metering station in Tornyiszentmiklósto (2) same as the first option, but with a total capacity of 1.66 bcm/y, due to the additional inclusion a new CS at Nagykanizsa and 150 km of pipeline from Nagykanizsa to Kaposvár to Kozármisleny (3) same as the second option but with a larger CS in Nagykanizsa, bringing the total capacity to 2 bcm/y (4) same as three but with an additional compressor station in Kozármisleny, bringing the total capacity to 3.2 bcm/y. The expected commissioning date varies based on proposal, the first (1) is Jan 2023, (2) is January 2025, (3) and (4) are January 2027. [13]
In December, 2022, a deal was made between Plinivodi d.o.o and Algiers (the Algerian gas supply company) for 300mn cubic meters of gas a year to supply this pipeline.[14]
Šempeter-Vodice Gas Pipeline
Šempeter-Vodice Gas Pipeline is a proposed gas pipeline in Slovenia. It is a section of the Hungary-Slovenia-Italy Interconnector Gas Pipeline.
Location
The pipeline runs from Šempeter, Slovenia to Ajdovščina, Slovenia, from Kalce, Slovenia to Vodice, Slovenia, and from Ajdovščina, Slovenia to Kalce, Slovenia.

- Current capacity:
- Length: 101 km / 62 miles [15]
- Šempeter - Ajdovščina: 30 km / 18.64 miles
- Kalce - Vodice: 47 km / 29.2 miles
- Ajdovščina - Kalce: 24 km / 15 miles
- Diameter:
- Status: Proposed
- Start Year: 2026[15]
- Associated Infrastructure:
- ENTSOG Project Code: TRA-N-299 and TRA-N-108[15]
Background
According to the European Network of Transmission System Operators for Gas (ENTSOG) 2020 TYNDP, construction is set to take place from March 2023 to December 2026. Commissioning is set for 2026.[17]
The project is made up of three phases: M3/1a Šempeter - Ajdovščina, M3/1b Ajdovščina - Kalce, and M3/1c Kalce - Vodice.[17] ENTSOG and the Eastern Europe Natural Gas Partnership (EE-NGP) expects all three to be commissioned in 2026,[17] while Plinovodi, as of April 2021, does not list expected start dates any of the three.[16]
