Background

The Ili Nangang cogeneration power plant provides heating and electricity to the Ili area. Construction for the two 135 MW units began in 2012; the units were commissioned in October 2015 and May 2016, respectively.[1] The facility covers a total area of ​​170 acres, and has a total investment of 900 million RMB. The coal plant produces approximately 1.2 billion kilowatt-hours of electricity every year. It heats the Yining county during the winter and supplies steam to the Nangang Chemical Company. Reportedly, the power plant will carry out a technical transformation of equipment and workshops after 2017 to improve its emission controls and environmental protection standards.[1]

The power plant needs to consume 6800 tons of limestone powder and other consumable materials every year, and its annual coal ash output is 5.01^10 tonnes. The ash pollution from the plant is transported to other cement plants of Ili and used by companies for construction projects or temporarily stored in the ash yard. The coal plant aims to use 100% of its ash in productive ways.[2]
