Background

The Integrated Belpahar-Lakhanpur-Lilari Project is a 40 million tonnes per annum (MTPA) opencast coal mine proposed by Mahanadi Coalfields Limited in Odisha State, India.[2][3]

The project's Terms of reference (TOR) were granted in 2019. As of 2023, the environmental clearance (EC) is still pending approval.[4] The Integrated Belpahar-Lakhanpur-Lilari Project is part of the Ib Valley coal mines, owned by Mahanadi Coalfields Limited (a subsidiary of state-owned Coal India).[5] The proposed project is an integration of three different existing mines: the Lakhanpur coal mine, Belpahar coal mine, and Lilari opencast mine.[6]

The capacity would increase current Ib Valley coal operations by 10 million tonnes.

In response to a right of information request in 2021, the mine is not listed by the Government of India as an active new mine project.[7]

Lilari Opencast

The standalone Lilari Opencast mine began operations in 1988.[8] It was approved to produce up to 0.8 million tonnes per annum, and ceased coal production in April 2018.[8] According to the mine plan for the Belpahar-Lakhanpur-Lilari OC mine, Lilari's bottom seams (Ib and Rampur) will be extracted for the integrated project.[8]
