Background
The Odessa City Hall signed a memorandum of cooperation in the field of energy with Aksa Enerji Uretim A.S. in 2021. The power plant will be built and operated under a 25-year power purchase agreement. After this period, it will be transferred to the ownership of the state.[4]
The plant will be built and operated under a 25-year power purchase agreement. This project is planned to be implemented at the expense of investor funds from the Turkish company Aksa Enerji Uretim A.S., which is part of Kazanci Holding.[5]
According to Serdar Nishli, vice president of AKSA Energy Company, the Turkish company has an authorized capital of $4 billion and employs 9,000 people. By investing in a project in the Odessa region, the company assumes full financing, without requiring any state guarantees.[5]
There have not been any updates about the construction of the plant since 2021. The project is considered to be shelved.
