JSW Utkal Steel Rajnagar plant, also known as JUSL, is a steel plant in Rajnagar, Ersama, Jagatsinghpur, Odisha, India that operates blast furnace (BF), basic oxygen furnace (BOF), and direct reduced iron (DRI) technology.

Background

JSW Utkal Steel Limited (JUSL) was formed to set up an integrated 13.5 mtpa steel plant and a 900 MW captive power plant in Odisha. According to JSW Steel Integrated report 2022-23, the plant is yet to commence operations.[1]

The project estimated at a cost of INR 65,000 crores is being developed in three phases:

  1. Phase I involves installation of a blast furnace with 4500 mtpa iron making capacity, setting up steel melting shop-I (SMS-I) housing two 350 ton Basic Oxygen furnaces (BOF) and auxiliary facilities including pellet plant, coke oven, sinter plant and product mills.
  2. Phase II plans to add another blast furnace to increase ironmaking capacity to 9000 mtpa, increase capacity of SMS-I to 10.5 mtpa by adding another 350 ton BOF and increase auxiliary capacities with additional pellet plant, coke ovens and product mills.
  3. Phase II increases the ironmaking capacity to 13500 mtpa by adding a third blast furnace. A second Steel Melting Shop (SMS-II) of 3 mtpa capacity will be set up with two 180 ton BOFs. At this phase, a 1.2 mtpa coke oven gas based direct reduced ironmaking plant will also be set up that will feed the BOFs in addition to auxiliary capacities including a pellet plant, coke ovens and product mills.[2]


On August 13, 2018, JSW Steel applied for environmental clearance and was granted terms of reference on March 19, 2019. A public hearing was held on December 20, 2019. In 2020, the Odisha government transferred 2,700 acres of land to JSW Steel, which was earlier reserved for a failed 2013 South Korean POSCO project.[3] On 11 April, 2022, JSW Steel received the environmental clearance for setting up the 13.2 mtpa greenfield integrated steel plant from the Union Ministry of Environment & Forest and Climate Change (MoEF&CC).[4][5] On 17 March 2023, the ground-breaking ceremony of the pellet plant was held at the plant.[6]

In March 2023, National Green Tribunal and Odisha High court stayed the environmental clearance stating that the Odisha government is diverting land protected by Forest Rights Act, 2006, following protests by local bodies.[7][8] In June 2023, MoEF&CC asked JSW Steel to submit a fresh proposal for review, addressing concerns related to use of scarce fresh water from Mahanadi river and other pollution concerns and to develop a detailed environment management plan.[9]

As of Jan 2024, the land for the project was acquired.[10]

There are reports from 2022 and Mar 2024 that suggest that this plant is going to be 'a modern, green and environment-friendly integrated steel plant'. However, there are reports from January 2024 that suggest that the plant will have blast furnaces and basic oxygen furnaces as mentioned in the techno-economic feasibility study from 2021. Most likely green practices will involve circular economy practices for cleanliness and greenery, not green steel technology.[11][12]
