Background

The field was discovered in 2005 by the initial exploration well and appraised between 2007 and 2012.[16]

A final investment decision was initially expected by the end of 2020 with the start of production anticipated in 2024; however, the FID was deferred to 2021 due to the decrease in oil prices triggered by the Covid-19 pandemic.[16][17] In 2021, Shell submitted initial plans for the development of the field which were rejected in October of 2021 by the U.K. Offshore Petroleum Regulator for Environment and Decommissioning (OPRED) on environmental grounds.[18] An updated development proposal, submitted in March, was approved by OPRED in June of 2022.[19] Shell reached FID in July 2022.[20]

As of 2022, the field was expected to begin producing in the second half of 2025, with production forecast to peak in 2026, and predicted to continue until the field reaches its economic limit in 2048.[19][21]

In 2025, a Scottish court ruled that the 2023 approval of Jackdaw oil field was unlawful, potentially delaying the project. See the opposition section for more details.

Opposition

Since its approval by OPRED in June of 2022, the project has encountered significant opposition from community and environmental groups. Climate experts and activists expressed anger over the final regulatory approval for the project.[22] In June 2022, the Stop Jackdaw campaign was formed, and activists held protests outside of government offices in London and Edinburgh to demand the government reverse its decision.[22][23] In July of 2022, Greenpeace lodged a legal challenge against the UK government over the OPRED approval, stating that the government has not considered the total lifecycle emissions from the field and the associated impact on global warming.[24][25]

In January 2025, in a victory for Greenpeace and Uplift, Scotland’s court has ruled that the 2023 approval of Jackdaw oil field was unlawful since it did not account for the total lifecycle emissions from the field, including 'scope three' emissions.[20] The court's decision followed a U.K. Supreme Court decision in June 2024 mandating that planning authorities consider the full climate impact of fossil fuel projects, including downstream emissions.[26][27]

The ruling allows the companies to continue preparatory work at the field but no oil and gas can be extracted until a new Environmental Impact Assessment is submitted and approved, which would account for the field’s enormous ‘scope three’ emissions.[17] Guidance on how oil and gas companies should factor ‘scope three’ emissions into applications is currently being consulted on by the government, and no new fields, including Jackdaw, are being considered prior to the guidance being in place in spring 2025.[17][28]

Following the court's decision, Shell's CEO Wael Sawan said that he would fight all the way to the UK Supreme Court if necessary to secure the Jackdaw project.[29]

Ownership

The field is operated by Shell UK; Shell UK is a wholly-owned subsidiary of Shell plc.[30] The field is owned by BG International Limited (74%) and ONE-Dyas E&P Limited (26%).[31] Shell acquired 100% of BG International Limited in February 2016.[20] ONE-Dyas E&P Limited is a subsidiary of ONE-Dyas B.V.[32], which is 49% owned by SHV and 51% owned by ONH BV.[33]
