Jaworzno power station

Jaworzno power station is an operating power station of at least 2495-megawatts (MW) in Jaworzno, Śląskie, Poland. It is also known as Jaworzno-2 power station (Phase 2 Unit 1, Phase 2 Unit 2, Phase 2 Unit 3), Jaworzno-3 power station (Phase 3 Unit 1, Phase 3 Unit 2, Phase 3 Unit 3, Phase 3 Unit 4, Phase 3 Unit 5, Phase 3 Unit 6, Phase 3 Unit 7).

Ownership

The power station is owned by the Tauron Group (TAURON Polska Energia SA holding).[10]

Jaworzno I and II

The first two generators of Jaworzno I were installed in 1898 with the capacity of 320kW for the purpose of lighting the neighboring coal mines and homes. In 1959, after modernization the power station's capacity reached 157 MW. Construction of the Jaworzno II Power Station started in the 1940s, and by 1953 the first two generating units became operational. In 1956, the Jaworzno Power Station II reached the capacity of 300MW. Jaworzno I was decommissioned in 1998.[11]

Jaworzno II Rebuild

The rebuild of Jaworzno II involved the addition of new CFB boilers, new turbines, and other equipment in 1998. Jaworzno II initially consisted of one 60 MW and two 70 MW units, commissioned in 1998.[11]

In 2013, Unit 1 of Jaworzno II was converted to biomass.[12][13]

Jaworzno III Plant

Construction of the Jaworzno III Power Station started in 1972 and the generating units were commissioned in 1977–1978. In 1995, all three stations were combined into a state-owned company called Elektrownia Jaworzno III. In 2000, the Elektrownia Jaworzno III became part of PKE SA. Jaworzno III has an installed electrical generating capacity of 6 x 225 MW.[10]

Jaworzno III Expansion (Unit 7)

In May 2010 a tender to build a new unit at the Jaworzno Power Plant was announced, originally planned for 2018.[14][15] The station would have a generating capacity of 910 MW and would burn more than 2.7 million tons of coal annually, producing more than 4.7 million tons of CO2.[16][17]

In 2013 the tender was granted to a consortium of Chinese companies (CNEEC/COVEC). Two appeals were filed against Tauron due to alleged irregularities in the tendering procedure: that the new unit does not hold an International Plant Protection Convention (IPPC) permit, nor are there ongoing administrative proceedings concerning permissions for the accompanying infrastructure.[16] In October 2013 contractor Rafako dropped North China Power Engineering (NCPE) and China Power Engineering Consulting Group Corporation (CPECC) from its consortium after the sides failed to agree terms of cooperation.[5]

In November 2013 Polish state development bank BGK signed a letter of intent to provide bank guarantees of PLN 4.4 billion for the project, which was expected to be completed in 2018.[5][6][7] In 2017, the Polish Development Fund committed to investing PLN 880 million in equity in the project.[8][9]

In February 2014 Tauron extended a deadline for signing a construction contract for the 910 MW unit at Jaworzno until April 30 due to problems with the project’s contractors, which have yet to secure bank guarantees for 10% of the contract value.[5]

In April 2014 Tauron signed a contract with a consortium consisting of engineering firm Rafako and construction firm Mostostal Warszawa for construction of the 910 MW unit. Construction was to take 59 months.[18]

In April 2018 it was reported that construction was on schedule, with operation still planned for 2019.[19]

Unit 7 was synchronized in November 2019, and was planned to go online on 31 January 2020.[20]

Damage to the plant's boiler during trial operations led to a further delay in taking the plant online. Tauron said in May 2020 that it was aiming for the plant to start up in November 2020.[21] The plant was reported as operating in November 2020.[22]

The unit was disconnected from the grid in August 2022 due to ongoing boiler defects. Tauron went back and forth with boiler-maker Rafako over the cause of the shut down. While the utility said technological problems with the boiler were to blame, Rafako stated that it was actually low-quality coal that was the issue. The unit was to be back online following repairs from a substitute contractor by September 2.[23]

Fitch Ratings, a financial services firm, noted in an October 2022 briefing that breakdowns at the unit had contributed to the utility's losses. "As the unit's planned generation volumes were sold on the forward market, the missing volumes had to be replaced with purchases on the spot market at significantly higher prices," the firm noted.[24]

In January 2023, Tauron demanded 1.3 billion zloty ($299 million USD) in damages and penalty fees from Rafako surrounding the troubled unit. The utility stated that Rafako had failed to rectify the unit's defects and had 30 days to pay.[25]
