Background
On August 3, 2022, the Development and Reform Commission of Guangxi Zhuang Autonomous Region issued an official document (桂发改电力〔2022〕829 号) regarding coal power projects for its provincial 14th Five-Year Plan for the energy sector. Baise Mining Group Co., Ltd.’s ‘suppress small to scale up big’ 2 x 660 MW coal power project is one of them. Guangxi Baikuang Chaoyuan Power Generation Co., Ltd. was set up to develop and run the construction and operation of the project.[2]
Echoing the National Development and Reform Commission's call that the new coal power adopts the principle of "establishing before reforming, ultra-supercritical, and not selecting new sites", Jili Baikuang power station was set to be built at the reserved expansion site of Baise Tianyang power station.[2]
The project was granted permission (桂发改电力〔2022〕1327号) to build on 28 December 2022 and it was also in 2023 Guangxi Energy Infrastructure Construction Work Plan. [3]
