Jinzhou-Dayou-Panjin Oil Pipeline 锦州—大有能源基地—盘锦输油管道 is listed under the 14th Fiver-Year Comprehensive Transportation Development Plan published by Liaoning provincial government in 2021. In October 2024, construction of the pipeline project began. This pipeline includes the Huajin oil pipeline and the Beili oil pipeline.
