Background

In February 2019, a private consortium led by the Korean firm KP Dragon Land announced a plan to build the US$6.5 billion KIPI Industrial Zone in North Kalimantan, including a coal-fired power plant.[2]

In February 2020, Korean conglomerate Park Joung In announced a specific proposal to build a 2 x 200 MW plant in the KIPI Zone.[3] Construction of the KIPI Industrial Zone was reportedly scheduled to begin in October 2021.[4]

In December 2021, a groundbreaking ceremony was held for the KIPI industrial park where the plant would be built.[5]

In August 2022, the regional government reportedly was in full support of the accelerated development of KIPI, and the Governor of North Kalimantan stated that "convenience for permits" (Google translate) would be provided. The specific environmental impact assessment for the power station would be completed that month.[6] In September 2022, the environmental impact assessment was not yet complete.[7] One article from October 2022 appeared to state that permitting had been fulfilled.[8]

In December 2022, a KIPI representative stated that land preparations were ongoing for the petrochemical and aluminum facilities planned in the industrial area. They would be focused on developing basic infrastructure for the next year.[9]

In January 2023, the Assistant for Economy and Development of the Bulungan Regency Secretariat stated that construction would begin at the end of 2023, with an expected completion date of 2024.[10] Early 2023 reporting indicated that the project would have a capacity of 1,000 MW and would run as a "transitional fuel" while hydropower and solar assets were being developed in the area.[11] The KIPI hydropower plant began construction in March 2023, but it was not slated for operation until 2029.[12]

In February 2023, Indonesian President Joko Widodo stated that KIPI could be the largest green industrial area in the world, including the use of "green" energy.[13]

As of June 2023, it appeared that Adaro Aluminum Smelter power station was the proposal that would be moving forward to power the KIPI zone. The 2 x 200 MW KIPI power station proposal had no known updates since February 2020 and was presumed to be cancelled as of March 2024.
