Background
In December 2021, it was reported that phase one of the project was planned to be operational by 2025.[5] This timetable has slipped and debt financing to fund construction of the project appears to have stalled, though IJGlobal notes that the financial advisors are Deutsche Bank (Germany) and the Swiss financial advisory firm Maius. In late 2021, the total estimated project cost was US$1.75 billion.[7]
