Background

Construction of the Kaluga Cement Plant started in 2011 with the planned start year of 2015. VEB.RF, then Vnesheconombank, secured RUB 8 billion via Western financial institutions. FLSmidth (Denmark) planned to supply equipment. Following the invasion of Crimea in 2014 and western sanctions, VEB.RF was sanctioned, leaving construction progress at 60-80%.[1]

The plant was sold for RUB 9 billion in 2022 to Akkerman Cement in the midst of bankruptcy.[2] The government of the Kaluga Oblast and VEB.RF were planning to finalize the construction of the cement plant in 2024.[3] As of February 2025, there are no news.
