Background
The combined cycle power plant was announced in the Ministry of Energy of Russia (Minenergo) energy plan for 2021-2027, approved in February 2021. The owner is listed as Managing Company KaliningradEnergoInvest LLC (ООО «УК КалининградЭнергоИнвест»).[3] The project was not mentioned in the Ministry of Energy of Russia energy plan for 2023-2028, issued in February 2023. As of November 2023, there have not been any updates about the project, and the project is considered to be shelved.[4][5]
