Background

Karagailinsky Coal mine (Шахтоуправление Карагайлинское) is an underground mine in Kiselyovsk, Kemerovo Oblast, Russia. The mine was originally opened in 1965 but was closed down in the late 1990s. In 2006 the rights to the mine were acquired by Zarechnaya Coal Company.[1]

The mine was reopened in 2014.[2] Karagailinsky Mine Management LLC, a subsidiary of Zarechnaya Coal Company LLC, operated the mine but was announced bankrupt in September 2020.[2][3]

Zarechnaya Coal Company LLC became bankrupt even earlier in 2017.[4] Karagailinsky Mine Management LLC was spun off from the parent in 2017 as it was considered a viable entity on a standalone basis.[2] According to company databases, as of October 2023, the company was owned by Technologiya Dobychi LLC.[5][6]

The mine stopped producing in 2020 and fired half of more than 900 employees. By December 2020 there should have been no more than 200 employees left. The complexity of the geological conditions and the industry's downturn were mentioned as the main reasons of bankruptcy.[2]

In summer 2020 the mine's capacity was reported 90 thousand tonnes per month.[2] (i.e. about 1Mtpa). Gazprombank provided RUB 9 billion (ca USD 140 million) out of RUB 12 billion of total investments.[2]

However based on May 2023 source it appeared that the mine may have been operating. In April, the mine was suspended from carrying out cleaning and preparatory works due to the failure to take appropriate measures following the failure of the main ventilation fan. All works at the mine were suspended for 90 days except for life support works.[3] The same source stated that in January 2023, a part of the assets of the mine was sold to a company called Mercury LLC (OOO Меркурий).[3][7] The lot included various equipment, engineering infrastructure facilities, ten land plots unencumbered by liens.[7]

In May 2023, it was reported the new owner is now Spiridonovskoye Shakhta LLC. Until the licenses are reissued, work on the subsoil sites, including coal mining and its sale, will be carried out under lease agreements. It appeared that the mine has resumed operations at that time, evidenced by the administrative penalty in the form of a suspension of all work at the mine for 90 days.[8][9] A new company's profile on an industry portal stated that production in the first half of 2023 reached 320 thousand tonnes, with a plan to produce 930 thousand tonnes in 2024. [10]
