Background

Construction of the Kazan-4 power station was mentioned in April 2024 by Deputy Minister of Industry and Trade of the Republic of Tatarstan Marat Minibayev. According to him, the project had been included into the city's prospective development plan under the supervision of the Kazan City Administration. The primary need for this new heat source arises from the anticipated shortage of thermal capacity, which is expected to result from the implementation of future residential construction projects. While there is no electricity capacity deficit in Kazan, a thermal capacity shortfall is particularly evident in the eastern part of the city.[2]

In May 2024, TGC-16 was conducting a preliminary assessment of the hydraulic regime and evaluating what equipment could be installed. The project could involve a domestically produced gas turbine or steam turbines. The proposed Kazan CHP-4 is planned to be situated near Samosyrovo, close to the M7 highway. While the thermal capacity of the planned CHP plant has yet to be determined, city authorities estimate it should be around 900 Gcal/h. TGC-16 expects the pre-design work to take about a year.[3]
