Background
As of December 2024, construction of the Khabarovsk CHP-4 power station is ongoing. The new plant will replace the outdated coal-fired Khabarovsk-1 power station. This investment project, managed by RusHydro and implemented by UK HydroOGK, will be operated by Far Eastern Generating Company. By the end of 2024, the project aims to complete the gas and backup fuel infrastructure, along with commissioning two out of six water-heating boilers in the heat supply complex. These boilers will ensure a guaranteed thermal capacity of at least 360 Gcal/h, contributing to the facility's total capacity of 1080 Gcal/h. Additionally, work on the auxiliary building is also scheduled for completion. The power station is planned to be commissioned in 2027.[10]
The working name "CHP-4" will be replaced with "Southern Substation" upon commissioning. The project has undergone full import substitution due to the pressure of Western sanctions, ensuring that all components and equipment are sourced exclusively from Russian manufacturers. CHP-4 will operate solely on gas. This shift eliminates coal dust pollution, benefiting residents of the Industrial District. Diesel fuel will serve as an emergency backup to ensure reliability during potential technical issues.[11]
