Background

Kirbinskiy coal mine (Кирбинский разрез) is a surface mine near Kirba, Republic of Khakassiya, Russia. Kirbinskiy coal mine is a new mine that was opened in 2018 with capacity of 4 million tonnes per annum.[12] It is owned by Razrez Kirbinskiy LLC, a subsidiary of Russian Coal.[13][14]

Kirbinskiy coal is shipped to the domestic market and exported to Europe and Asia.[12] Export volumes are likely to be lower in 2022 due to infrastructure restrictions in Khakassiya to re-orient exports in the Eastern direction.[15]

Expansion

In early 2022, Russian Coal planned to increase production at the mine from 2 to 3 million tonnes in 2022.[16] Actual production in 2022 reached 2.6 million tonnes and in Q1 2023, production increased by 10% compared to the same period in 2022.[17] The company continued to implement the investment programme to expand the equipment fleet at the mine.[17] It therefore appeared that the expansion project to increase the mine's production to 3 million tonnes was on track, as of August 2023.

Further expansion was also mentioned in Russia's 'Programme for Coal Industry Development up to 2035' from 2020, citing increase in reserves of 100Mt and a production up to 6 million tonnes per annum, by 2039.[18] Given the infrastructure restrictions in Khakassiya to export coal in the Eastern directions and the long-term nature of this expansion, this further expansion was considered Shelved, as of Q4 2022.
