Koderma Thermal Power Station is an operating power station of at least 1000-megawatts (MW) in Hirodih, Chandwara, Koderma, Jharkhand, India with multiple units, some of which are not currently operating. It is also known as KTPS.

Background

The plant is operated by Damodar Valley Corporation (DVC), a publicly owned agency of the Indian government.[4][5][6]

Unit 1 (500 MW) was commissioned in July 2011,[7] and Unit 2 (500 MW) was commissioned in February 2013.[8]

Proposed expansion

In July 2022, Damodar Valley Corporation (DVC) unveiled a growth roadmap which involved new proposed coal capacity (brownfield expansions), including 2 x 800 MW at Koderma.[9]

In July 2023, DVC's website listed an invitation for Engineering, Procurement, and Construction (EPC) bids for the proposed expansion titled "EPC PACKAGE FOR KODERMA THERMAL POWER STATION PHASE-II (2x800MW)."[10] The deadline for submissions was to be in August 2023.

In the Expert Appraisal Committee's (EAC) July 2023 meeting minutes, it was recorded that Damodar Valley Corporation had applied for fresh Terms of Reference (ToR) for the 2 x 800 MW expansion project.[11] According to the August 2023 meeting minutes, the Expert Appraisal Committee had recommended the expansion's ToR.[12] In September 2023, the two-unit expansion project was granted Terms of Reference.[13]

In The EAC's May 2024 meeting, the expansion's Environmental Clearance (EC) was deferred until the proponent could provide additional information.[14]

The expansion was expected to be completed in August 2028.[15]

According to reporting from August 2024, the DVC had awarded an EPC contract to Bharat Heavy Electricals Ltd (BHEL) for the construction of the expansion.[16]

As of October 2024, the EAC was expected to review the proposal for the expansion’s Environmental Clearance (EC) again at a November 2024 meeting.[17] In the EAC's November 2024 meeting, the Committee recommended the grant of EC.[18] EC was formally granted in a letter dated December 7, 2024.[19]

In February 2025, Power Merch Products secured an EPC supply order from BHEL for the development of the Koderma Phase II project.[20]

Power Purchase Agreements

According to reporting in November 2024, DVC had signed a power purchase agreement (PPA) with Gujarat Urja Vikas Nigam Limited (GUVNL) to supply 200 MW of the expansion's planned power to GUVNL.[21] In January 2025, news reports announced that DVC has signed an additional PPA to provide 300 MW of capacity from Koderma Phase II to the Haryana Power Purchase Centre (HPPC).[22]

Financing

In September 2024, it was reported that the State Bank of India has sanctioned a project loan of Rs 10,050 crore for Damodar Valley Corporation's 1,600 MW project in Koderma.[23][24] The total cost of the 1600 MW thermal power plant is Rs 14,357.74 crore.[25]
