Background

The Kolyvansky coal mine (Разрез Колыванский) is a surface coal mine in Novosibirsk Oblast, Russia. The Kolyvansky coal mine used to be owned and operated by Siberian Anthracite OJSC, part of Sibanthracite Group. The Group was sold to A-Property in late 2021 for USD 1 billion.[12] Following the completion of the sale transaction, in 2022 A-Property consolidated the coal assets of Sibanthracite Group and A-Property under the new management company Elga-Sibanthracite (ELSI).[13] Siberian Anthracite OJSC - which owned and operated the Kolyvansky coal mine and the Gorlovsky coal mine - was renamed Razrez Kolyvansky LLC in October 2022.[14]

Mining began as a pilot program at Kolyvansky in 1994. In 2005, open pit mining was scaled up to 1.5 Mtpa. This increased to 3.5 Mtpa when Siberian Anthracite began mining at the Northern mining pit.[15] In 2007, Siberian Anthracite began to develop the Krutikhinsky pit.[16][17] In 2014, they expanded to the eastern pit, which aimed to increase the production capacity to 8 mtpa.[15]

The mine produces anthracite coal, 90% of which is exported to the European Union, China, and other markets. Coal is transported via rail to a number of different ports in the Russian Far East and the Black Sea; including and the Port of Ust-Luga.[18]

Anthracite mined at the Kolyvansky is classified as Ultra High Grade (UHG) anthracite, and has 92% carbon content - which is the highest one for premium quality anthracites.[19]

In 2020, joint production of the Kolyvansky coal mine and Gorlovsky coal mine (together, former Siberian Anthracite) was 5.9 million tonnes.[20] In 2021, this increased to 7.3 million tonnes.[21] 2022 production reached 7.7 million tonnes.[22] It is understood that the Kolyvansky mine is the bigger producing mine contributing most to the joint production. Coal production in 2023 is estimated to have remained at the same level, with a general mention of the plan to increase production in the future.[11]

Expansion Project

The expansion project was mentioned in Russia's 'Programme for Coal Industry Development up to 2035', published in June 2020.[24] An expansion is to reach capacity of 10.5 Mtpa at Kolyvansky already by 2020. The Programme document stated that project documents have been completed, and the state and environmental assessments have given the project a "positive conclusion".[24]

However since then there was no specific news on the project's status and the target production has not been reached in 2022 or 2023. News from 2023 referred to the planned increase of the resource base of the mine.[25] In June 2024, it was reported that following the state expertise, the reserves have been increased by 64 million tonnes reaching 168 million tonnes (as of 01.01.2024), which should be sufficient for 15-17 years of operations.[26] (this implies annual extraction of 10-11 million tonnes per annum). On this basis it is assumed that the expansion continues to be anticipated.
