Background
The Krasnolymanska coal mine is an underground coal mine located in Donetsk Oblast, Ukraine.Cite error: Invalid <ref>

The mine used to be owned by state enterprise Coal Company Krasnolimanskaya JSC. According to a study dated 2001, the coal mine had the largest coal reserves in Ukraine, estimated at 85.1 million tonnes, and was producing 3.5 million tonnes per year at the time.[4]
Already from 2003, a portion of the mine has been operated by a private company Krasnolimanskoye LLC, which concluded a coal seam lease agreement with the state-owned enterprise with total reserves of 65.4 million tonnes of coal.[5] This partnership has been tumultuous involving conflicted individuals and legal cases.[6] As of 2017, both the state-owned company and the private company were extracting coal.[5]
Later sources stated that production by the state-owned company stopped in 2018 and coal was extracted by Krasnolimanskoye LLC only. Coal mining by the state-owned enterprise never began, while the private investor did not confirm the status of fulfilment of its investment obligations under the agreement.[7] Krasnolimanskaya LLC claims that it has legal rights to the reserves and is operating well and paying taxes.[8]
In October 2023, the Ministry of Energy of Ukraine appointed a new head of Coal Company Krasnolimanskaya whose priority was to restore state coal production.[7] The Ministry of Energy said it was preparing for "official privatization" of the company with capacity of 2.2 Mtpa, while the current arrangement was said to be 'parasytical'.[9][10] The miners protested against this appointment by suspending production and it appeared that the appointment was recalled a few weeks a later.[11]
Extract Industries Transparency Initative's report stated that in 2020 only the privately-owned Krasnolimanskoye produced 0.124 Mt of coal while the state-owned Coal Company Krasnolymanskaya did not produce anything. However for 2021, the report showed that both companies extracted coal - 0.287 Mt by the private Krasnolymanskoye and only 0.002 Mt by the state-owned company.[12]
