Background

The six-unit 320-MW coal-fired Krasnoyarsk Rusal power station is owned by Rusal.

The plant was brought online in 1970. It sends all of its generated electricity to Rusal's Achinsk aluminum refinery. The plant also provides heat and hot water to the city of Achinsk.[4][5]

In September 2021, there was a spill of fuel oil at the Krasnoyarsk Rusal power station after the fuel oil was mistakenly loaded into a boiler that was being repaired.[6]

Expansion plans

One source referred to an expansion project that was restarted in August 2014. It was anticipated to commission a new unit with 90 MW capacity which would ensure that the refinery was fully self-sufficient in terms of electricity. The project was started in 2006, but was paused due to global financial crisis. Commissioning of the new unit was planned for 2016.[4]

The project was considered cancelled as of November 2022 as there was no news for several years.

In February 2023, one source mentioned a tender launched to procure Unit 7 with 90 MW capacity.[7] It also transpired that public consultations were planned to be held earlier in 2021.[8] Therefore the project appeared to be revived. However, the System Operator's planning document and the Ministry of Energy's order from February 2023 did not mention this additional capacity.[9][10] In October 2023, it was reported that design work was completed to install emergency automatic devices for Unit 7.
