Background

SOCAR's oil transshipment terminal in Kulevi was put into operation in 2008. The terminal's capacity is 10 million tons of bulk oil cargoes annually. There was a proposal to add an LNG terminal to the industrial complex, but in 2016 SOCAR called off the plans citing the low utilization of natural gas.[1] The Kulevi LNG terminal was part of the AGRI interconnector project.[2]
