Background

The Kusheyakovsky Novy coal mine (Kушеяковский Новый разрез) is a proposed coal mine in Kemerovo Oblast, Russia. The Kusheyakovsky Novy coal mine project is developed by Energiya-NK, owned by MelTEK.[3] The other new mine developed by Enegiya-NK is Bunguro-Listvyansky 2-4 coal mine.

The project was mentioned in Russia's 'Programme for Coal Industry Development up to 2035' from 2020.[4] According to the Programme, project documents were being developed for stage I of developing the reserves of the mine, and a "positive conclusion" was received from the state's environmental examination.

The area of the proposed mine is just a few kilometres away from wildlife areas behind Chistaya Griva settlement.[3]

Public hearings of the project's Environmental Impact Assessment were announced in August 2022 to be running until the end of the year.[5]

In September 2022, the governor of Kuzbass stated that new mine projects are on hold due to infrastructure restrictions of coal exports through the Eastern route of Russian Railways, only the projects that are nearing completion are being finished.[6] However, this project was not considered Shelved yet as public hearings were under away only recently in August 2022.

However, reporting from October 2023 referred to illegal mining in the area and significant destruction of the state forest resources. This may have taken place from as early as 2015.[7] Some administrative authorities were involved in covering up illegal activity. The Investigative Committee of Russia ordered to initiate a criminal investigation. It appeared that as of April 2024, there was no outcome on the investigation.[8] Another source indicated that Energiya-NK reported in 2022 that it will not be mining coal in the area due to logistical problems.[9]

However in November 2024 Energiya-NK released materials for public consultation of the project, including the EIA assessment. The planned capacity was now listed 1 Mtpa.[10][11]

An outdated company's website still referred to the planned start of mining at Kusheyakovsky section in 2024, as per the business plan.[12]
